The study has shown that the scale and depth of educational losses incurred by general secondary education institutions (GSEIs) directly depend on the duration of the occupation. Respondents living in the regions liberated in March 2022 (Sumy, Chernihiv, and Kyiv regions) assess the level of educational losses in their GSEIs as average or below average, while respondents from Kharkiv and Kherson regions (de-occupied in September-November 2022) assess it as above average.
Secondary schools in the de-occupied communities rely more on external support to resume the educational process than they are ready to realize the opportunities provided by autonomy. The biggest obstacle to autonomy is concerns about funding. Respondents who feel adequate support from the state and community are more committed to autonomy.
