Russia’s brutal war against Ukraine has had catastrophic consequences for the country. While an end to the war is not yet in sight, it is clear that a huge international effort will be needed to support Ukraine’s recovery. At the Ukraine Recovery Conference in July, the Ukrainian government presented a National Recovery Plan that envisions a profound modernization of the country.
The Ukrainian government’s recovery priorities are well synchronized with the European Union’s (EU) ambitions to facilitate Ukraine’s transformation into an EU member state and to promote the country’s green and digital transition. The National Recovery Plan is fully in line with the principle of “building back better than before” and closely aligns reconstruction plans with EU norms and standards.<\/p>\n\n\n\n
The EU, for its part, is ready to take on a significant share of the international efforts needed to rebuild Ukraine. However, realizing a strong EU leadership role in supporting Ukraine’s long-term reconstruction will require the same level of unity and determination that the EU demonstrated in shaping its initial response to the war.<\/p>\n\n\n\n
