Since the beginning of the full-scale invasion, local authorities have faced new challenges in the field of housing. During this time, the perception of housing policy at the local level has changed, and the discussion about the importance of the right to housing has moved beyond the expert and activist communities.<\/p>\n\n\n\n
Since February 2022, the forms of interaction between local authorities and donor and Ukrainian non-governmental organizations have been positively transformed. New projects and examples of cooperation in the field of housing have emerged, such as the construction and reconstruction of housing for IDPs, which often takes place with the support of international organizations and\/or in cooperation with Ukrainian NGOs. Some of these projects are positioned as pilots of a social housing model, where newly created housing units are supposed to be sustainable and potentially self-sustaining for local authorities. Nevertheless, housing policy at the local government level is currently fragmented and reactive, and the ability to implement long-term housing solutions remains limited.<\/p>\n\n\n\n
