Ukraine’s immediate energy sector recovery needs are as urgent as its ambitions for long-term reconstruction and economic transformation. According to the Rapid Damage and Needs Assessment (RDNA2), an estimated $3.3 billion is needed for the energy sector in 2023 alone. The total needs in the energy and extractive industries for the entire recovery period (2023-2033) are estimated at USD 47 billion.<\/p>\n\n\n\n

However, despite the high total cost of recovery and the urgent need to ensure stable energy supply before the start of the 2023\/2024 winter season, there is no single authority that would take primary responsibility (ownership) for the recovery process. The responsible entities have been identified as Ukrenergo (~US$600 million), distribution system operators, the Ministry of Energy (~US$210 million), and the Ministry of Communities, Territories and Infrastructure of Ukraine (Mininfrastructure) together with the State Agency for the Restoration and Development of Infrastructure of Ukraine (aboutUS$700 million).<\/p>\n\n\n\n
