The world is in the early stages of what is likely to be the largest and most impactful skills shortage in history. By 2030, the world is likely to face a shortage of 85 million technology and highly skilled workers. Given the high level of higher education in Ukraine, the country is uniquely positioned to become a major destination economy for transnational corporations (TNCs) seeking an elite workforce.
Ukraine should achieve a per capita ICT services exports figure of USD 1,500 – up from USD 163 in 2021. This target is achievable and will generate USD 64 billion in high-tech exports – up from USD 7.11 billion in 2021.
