Turning to Regions and Local Governments to Rebuild Ukraine

This policy response highlights how Ukraine’s regional development and decentralization reforms adopted after the 2014 Revolution of Dignity have contributed to the resilience of the country’s regions and municipalities in the aftermath of Russia’s aggressive war against Ukraine. The OECD report, “Rebuilding Ukraine through Stronger Regional and Municipal Governance,” outlines how the achievements of Ukraine’s multi-level governance reforms since 2014 can serve as stepping stones for effective reconstruction and recovery at the local level. Finally, it provides concrete recommendations on how policymakers can build on local experience and further develop subnational capacity to design and implement reconstruction projects and monitor progress, and promote long-term sustainable regional and local development.
