Strategic Analysis of Corruption Risks in the Management of Humanitarian Aid at the Local Level

The large-scale invasion of the territory of Ukraine by the Russian Federation has led to a humanitarian crisis and the need for humanitarian aid for almost 18 million people. Accordingly, the volume of such assistance has increased. At the same time, there are already known cases of violations in the use of humanitarian aid, including its theft.
The purpose of this report is to present the results of the analysis of corruption risks and proposals for their prevention, taking into account the existing experience of providing humanitarian aid at the local level under martial law. The report analyzes 11 risks, organized into four stages of humanitarian aid management (identification of needs for aid; distribution of aid to recipients; warehouse logistics and distribution of humanitarian aid to recipients), each of which may arise in the course of local government activities.
