This book offers a comprehensive analysis of what Ukraine should become after the war and what policy instruments can be used to achieve these goals.
It presents the views of leading academics and practitioners. While each chapter of the book focuses on a different sector, there is a natural overlap between the chapters, as Ukraine’s recovery must involve a comprehensive transformation of the country.
The leitmotif of this book is clear: reconstruction is not about restoring Ukraine to its pre-war state; it is about deep modernization of the country on its way to joining the European Union. All critical elements of the economy and society will have to make a leap forward and undergo reforms to help Ukraine shed its post-Soviet legacy and become a full-fledged democracy with a modern economy, strong institutions, and a robust defense sector.
Ukraine’s ownership of reconstruction will be key to its success.
