Public-Private Partnership as s Tool for Rebuilding Ukraine

Ukraine’s qualitative recovery from the consequences of a full-scale war will require unprecedented funds for the country. According to KSE estimates, as of the beginning of July 2023, the amount of direct damage to the country’s infrastructure alone amounted to $150.5 billion. And it needs to be rebuilt better than before.
Public-private partnerships (PPPs) can be one way to attract investment. These are agreements under which the state receives investment or private management for its facility, and the business covers its costs with the income from the operation of this facility. So, in general, public-private partnerships are an alternative to privatization and procurement of works or services when these mechanisms are not sufficient. Instead, it should use the strengths of both sectors to implement infrastructure projects or provide services more efficiently than if the state or business did it separately.
