Funding Grants as a Way to Finance Reconstruction in Communities

Over the past year, the Ukrainian government and international partners have taken a number of important steps to ensure that the country is rebuilding from the devastation caused by the full-scale Russian invasion. At the same time, one of the persistent issues on the path to full recovery is finding and securing funding, including at the local level.

Of course, for a state at war, non-repayable financial assistance is the most favorable option. In this article, we have reviewed the features of a grant as one of the sources of funding for community reconstruction, and paid considerable attention to the procedure for attracting grant funding.

As a result, we have developed recommendations aimed at strengthening the institutional capacity of local authorities to attract grant funds for reconstruction. The material will be primarily useful for communities that have not yet attracted grant funding.
