The post-war reconstruction of the water sector should be based on an assessment of the water resources available for the post-war reconstruction of Ukrainian society, economy and nature, as well as on an understanding of the key role of water as a link between security and development in Ukraine. Implementation of integrated and proactive (risk-based) water management based on European experience may be the shortest path from war-related emergency response to sustainable development and disaster risk resilience.
