War and Peace: Supporting Ukraine to Prevail, Rebuild, and Prosper

First and foremost, Ukraine’s priority is to win the war and ensure the safety of its people. Ukraine is facing a harsh winter and needs urgent assistance and solutions, including power generators, heating, and temporary housing to withstand the low temperatures, ice, and snow. In addition to emergency aid, Ukraine’s Western partners should focus on military and economic assistance to ensure Ukraine’s victory against Russian aggression and to support its wartime economy.

Yet, wherever possible, Ukraine’s recovery and reconstruction should begin during the war to mitigate the enormous economic and human costs of the invasion and prevent Ukraine’s economic collapse. This should be done in parallel, as this enormous undertaking requires planning and coordination. This serves as a confidence-building measure for all Ukrainians concerned about their future, and for the West as a demonstration of its ability to help Ukraine win the war and rebuild.

A credible plan of action should be based on the following: a predictable flow of financial assistance; a joint donor coordination mechanism; a designated Ukrainian institutional partner to manage the recovery process; a steady pace of reforms, especially in the areas of anti-corruption, de-oligarchization, and decentralization; confiscation and use of assets of sanctioned individuals and entities to compensate Ukraine for the damage caused to it; and continued integration of Ukraine into the EU single market.

The authors offer recommendations on how to make Ukraine’s reconstruction and recovery effective, fair, inclusive, accountable, and sustainable.
