This FY 2023 Joint Strategic Oversight Plan (JSOP) for Ukraine Response is the first joint strategic oversight plan submitted to Congress.
This Joint Strategic Oversight Plan describes the specific projects that the working group partners plan to implement. However, given the complexity, scale, and timing of the response to the situation in Ukraine, the Task Force partners may adjust their plans. These adjustments may include changes in the defined purpose and scope of the listed projects, the addition or deletion of projects, as well as changes in the planned timing of project implementation due to changing conditions.
As of January 6, 2023, U.S. government oversight agencies have issued 14 reports since Russia’s invasion of Ukraine in February 2022, providing findings and recommendations to improve internal controls, reduce costs, ensure security, and increase operational efficiency. These oversight agencies continue to monitor, audit, and evaluate activities related to the response to the situation in Ukraine, with 64 ongoing or planned projects.
