Priority Steps to Minimize Corruption Risks During Ukraine’s Recovery

Ukraine’s losses resulting from the Russian invasion, including both direct and indirect losses, will significantly exceed $1,000,000,000,000.

Organizing the spending of these funds at the central and regional levels without corruption is a challenge for the government, as this process will directly affect the amount of resources that can be engaged, the possibility of economic recovery after the war, and Ukraine’s accession to the EU.
Therefore, the Institute of Legislative Ideas has launched the Recovery project, including the study “Preventing Corruption during Ukraine’s Recovery.” The study examines international experience (US and reconstruction of Afghanistan and Iraq, EU and reconstruction of the Balkans, Marshall Plan) and Ukrainian experience of rebuilding Donetsk and Luhansk oblasts.

This executive summary is the first document with generalized recommendations based on the results of this study at its first stage.
