Ukraine Humanitarian Needs and Response Plan 2024

The war that began in eastern Ukraine in 2014 and is now reaching its 10th anniversary has caused immeasurable suffering, numerous deaths, and widespread destruction. As a result, millions of people are at risk of serious violations of their rights and significant humanitarian needs have arisen.

This document has been prepared by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) on behalf of the country team and partners. It presents a shared understanding of the crisis, including the most pressing humanitarian needs and the estimated number of people in need. It provides a consolidated evidence base and helps inform joint strategic planning of the humanitarian response.
