Transparent and Accountable Use of Funds for Reconstruction, Following the Example of UNITED24 Accounts for Supporting Ukraine

This report analyzes 10 procedures to determine the use of funds from UNITED24 charitable donation accounts in support of Ukraine and the practice of their use. The analysts conducted an anti-corruption examination of all legal acts regulating the functioning of the accounts, analyzed information from open sources on the implementation of the procedures, as well as information received in response to more than 30 requests. We conducted interviews with representatives of the ministries that hold the above accounts.

We systematized the shortcomings in the area of transparency and accountability of the use of funds and provided recommendations for their elimination. The research team also developed draft amendments to the Resolution of the Cabinet of Ministers of Ukraine No. 472 of April 19, 2022, to strengthen transparency and accountability in the use of funds.
