Go to reportSince the beginning and during the large-scale Russian aggression against Ukraine, the following initiatives have been implemented initiatives to document the level of destruction. For example, the Kyiv School of Economics is creating a database of damage reports. According to initial estimates, the damage as of mid-June 2022 exceeds 100 billion euros, based on historical records. Even if no new damage is caused, the cost of replacing this infrastructure today is likely to be significantly higher, to be significantly higher. The costs incurred by the economy due to infrastructure failure are multiples of this number, given the criticality of this number, given the critical role of infrastructure for basic services and links to global value chains.
A high-level proposal to institutionalize reconstruction is pending. According to the Center for Economic and Policy Research (CEPR), the European Commission (EC) has proposed a new joint institution, the Reconstruction Platform for Ukraine, to be jointly managed by the EC and the Ukrainian authorities. But this platform may not be the only one, given the different interests of investors.
The Ukraine Reconstruction Platform is expected to coordinate the Strategic Reconstruction Plan “Rebuild Ukraine”, including financial assistance from abroad. The developer and owner of the plan is to be the newly created National Council for Reforms in Ukraine. The European Union (EU) and other partners are expected to provide assistance that will enhance the the effectiveness of the plan. The platform plans to promote partnerships between certain EU locations and regions or cities in Ukraine to accelerate reconstruction.
