The study findings show that communities mainly finance recovery projects at their own expense and at the expense of donors and international assistance. State financial assistance in the form of subventions to communities or compensation to citizens for destroyed housing is provided in small amounts and very slowly. Such a distribution of funding sources, where the assistance of international actors is decisive, creates a risk that less active communities will be left out of the reconstruction process unless some additional interventions/fixes are provided.
If simply equal opportunities for access to recovery tools and resources are created, real accessibility for communities with different levels of local government capacity and the degree of development of local CSOs will be very different.
