Green Post-War Reconstruction of Ukraine: Vision and Models

The full-scale aggression of the Russian Federation against Ukraine, which began on February 24, 2022,
has caused devastating destruction throughout Ukraine. A significant number of settlements, industrial facilities, transportation, housing, and energy infrastructure have been completely destroyed. The war continues to cause significant damage to Ukraine’s environment.

Ukraine and its international partners have already begun to formulate a vision for post-war recovery. An active dialog is taking place both domestically and internationally. The scale of post-war reconstruction measures is unprecedented since World War II, and their implementation will have a significant impact on the average
will have a significant impact on the medium- and long-term development of Ukraine and the entire region.

The study analyzed existing discussions and proposals, including the vision of the Government of Ukraine (including the one presented at the international conference in Lugano), the World Bank, and the European Commission. Thus, we tried to identify the elements of green recovery in the proposed concepts of these three key players (green goals, principles, mechanisms, directions, tasks, projects), to identify the presence of “anti-green” elements, and the difference between the needs of recovery and development.
