European Integration Challenges and Solutions for Sustainable Agricultural, Rural Development and Environmental Protection on the Example of Poland, Bulgaria and Romania

In the process of European integration, countries pay considerable attention to reforming agriculture and harmonizing national policies with the EU’s Common Agricultural Policy (CAP). The foundations of this policy are defined at the level of the basic treaty on the functioning of the EU, and it remains one of the pillars that define the principles of the EU and the common market. For Bulgaria, Poland, and Romania, the transformation of the agricultural sector has become one of the most serious challenges, both because of the need for structural adjustment to overcome the consequences of the administrative command system and because of the importance of the sector for the national economies.

This publication analyzes the experience of Poland, Romania, and Bulgaria on the path to EU accession and implementation of legislation on agriculture and related environmental requirements, including the main challenges and opportunities faced by the countries during accession, negotiations, and further implementation of environmental obligations.
