Border Development Plan: A Rake that Should Not Be Stepped on Twice

The action plan for the arrangement of priority checkpoints for 2021-2023 is still legally valid, but has not been in effect since the beginning of Russia’s full-scale invasion of Ukraine. In the 11 months of its implementation, many objective and subjective reasons for the low level of its implementation have become apparent, which should be taken into account by the Reconstruction Agency and the Ministry of Infrastructure when developing a new action plan and strategy for the development of the western border.

The EWB experts are convinced that by carefully approaching the development of the plan, the number of negative aspects can be minimized. Especially given that the key officials of the newly created Reconstruction Agency involved in its development are former officials of the State Customs Service, who were responsible for the implementation of the Action Plan for 2021-2023.
